SARC’s Legal Services Program provides legal representation, information, and support. Victims seeking legal assistance are encouraged to leave a message for the legal department at 443-371-3553. A staff member will return all calls no later than the next business day.

Victims seeking protection are urged to file a Petition for Protection at either the District Court (2 South Bond Street, Bel Air, MD) or the Circuit Court (20 West Courtland Street, Bel Air, MD) Monday through Friday between the hours of 8:30 am and 4:30 pm. At all other times, the District Court Commissioner (1030 N Rock Spring Avenue, Bel Air, MD) can addresses victims' requests for protection from abuse. Once an Order is obtained, please contact the legal department to explore possible representation at any future hearings.

The Phelan Safehouse is a confidential, trauma-informed care communal living facility for those seeking escape from abuse. It is staffed 24-hours a day 7 days a week to ensure the care, confidentiality, and safety of Safehouse clients.
In addition, SARC takes a holistic approach to safehousing by helping clients prepare for life after abuse. This is done through referrals for community services, life skills and support groups, case management and more.
